Health insurance regulation updated: EU directive reference added and entry-into-force provisions consolidated
The regulation governing health insurance for persons covered under § 9 ASVG (Austria's General Social Insurance Act) has been updated to reference EU Directive 2024/1346 (CELEX 32024L1346) and to include a fully consolidated set of entry-into-force dates in § 8. One notable date: the version of § 1 Z 20 introduced in 2019 will expire at the end of 31 December 2026.
What changed
An implementation note citing EU Directive 2024/1346 (CELEX 32024L1346) was added at the top of the regulation. A complete, consolidated § 8 listing all entry-into-force dates from 1970 to 2025 was appended, and subject-classification metadata was updated.
Who is affected
Persons included in statutory health insurance under § 9 ASVG — such as trainees, retraining participants, and recipients of need-based minimum income support (Bedarfsorientierte Mindestsicherung) — as well as health insurers and public authorities administering these groups.
What to look out for
The provision in § 1 Z 20 (as introduced by BGBl. II Nr. 419/2019) will cease to apply at the end of 31 December 2026. Parties relying on that provision should plan for the expiry. The EU directive reference signals that any further amendments may need to align with the Reception Conditions Directive 2024/1346.
