Albania joins the WHO FCTC Illicit Trade Protocol; Austrian party list updated (BGBl. III Nr. 71/2026)
The Austrian official record of the WHO Framework Convention on Tobacco Control (FCTC) has been updated to show that Albania has acceded to the Protocol to Eliminate Illicit Trade in Tobacco Products (P1), as published in BGBl. III Nr. 71/2026. Metadata fields (last-updated date, subject classification) were also refreshed, and a trailing blank line was removed.
What changed
Albania has been added to the treaty party list as a signatory to the Illicit Trade Protocol (P1) under the WHO FCTC, recorded via BGBl. III Nr. 71/2026. The document's last-updated date was changed from 2023-03-30 to 2026-06-08, and a subject-category tag '89/03 Gesundheit' was added to the metadata. A trailing blank line at the end of the document was also deleted.
Who is affected
Organisations or practitioners who monitor which countries have ratified the Protocol to Eliminate Illicit Trade in Tobacco Products — for example, those involved in international tobacco compliance, customs cooperation, or treaty-scope analysis — should note Albania's new participation.
What to look out for
The underlying Austrian publication (BGBl. III Nr. 219/2005) is formally marked as repealed as of 18 May 2020, but the party list continues to be updated for informational purposes. Albania's accession to P1 was notified through BGBl. III Nr. 71/2026; no changes to Austrian domestic obligations arise from this update.
