ILO Constitution consolidated text updated: historical Article 7 versions and new Article 19(9) added
The Austrian consolidated version of the ILO Constitution (BGBl. 223/1949) has been updated to include two historical versions of Article 7 (Governing Body composition) and a new paragraph 9 in Article 19, allowing the ILO Conference to withdraw obsolete conventions by a two-thirds majority. The update reflects amendments already ratified and recorded through BGBl. III Nr. 199/2015.
What changed
Two historical versions of Article 7 are now shown in the consolidated text, documenting the growth of the ILO Governing Body from 48 members (24 government, 12 employer, 12 worker) to 56 members (28 government, 14 employer, 14 worker). Additionally, Article 19 now contains a new paragraph 9, which allows the ILO Conference to repeal any convention adopted under that article by a two-thirds majority of delegates present if the convention has become obsolete or no longer contributes to the Organisation's objectives.
Who is affected
This is primarily relevant to government officials, legal experts, and organisations monitoring international labour standards. Austrian residents and workers are not directly affected by this update in their daily rights or obligations.
What to look out for
The metadata record has also been updated: the last-updated date is now 8 October 2015 (reflecting BGBl. III Nr. 199/2015), a subject classification has been added, and the URL has been changed to the OGD version. A footnote notes that a 1963 amendment instruction to delete one sentence from Article 7(4) could not be implemented.
