Austria extends mandatory healthcare quality assurance to dental practitioners from January 2028
The Dental Quality Assurance Act 2026 (Zahnärztequalitätssicherungsgesetz 2026, BGBl. I Nr. 64/2026) amends the Healthcare Quality Act (GQG) to bring self-employed dental practitioners into Austria's federal quality oversight system on the same footing as physicians. The amended provisions enter into force on 1 July 2026 and apply from 1 January 2028.
What changed
From 1 January 2028 the GQG explicitly covers self-employed dental practitioners (Zahnärztinnen/Zahnärzte) and dental group practices. The Austrian Dental Chamber (Österreichische Zahnärztekammer) acquires new statutory duties to conduct self-evaluations using standardised digital forms and to transmit results electronically to the Federal Institute for Quality in Healthcare (BIQG). A new ministerial ordinance specifically for dental quality control (§ 9b Abs. 2) may be issued from 1 July 2026 and enters into force on 1 January 2028. The Scientific Advisory Board and Evaluation Advisory Board are both expanded to include Dental Chamber representatives.
Who is affected
Self-employed dental practitioners and dental group practices are primarily affected: they will face a five-yearly evaluation cycle conducted by BIQG, including on-site inspections and, where deficiencies are not remedied, disciplinary referrals to the Dental Chamber. The Dental Chamber itself takes on new legal responsibilities for self-evaluation and data submission. Social insurance carriers, federal and regional health bodies, and the BIQG also see their roles extended to the dental sector.
What to look out for
Until 31 December 2027 the previous version of the GQG remains in force; from 1 January 2028 the new text applies. Violating binding federal quality guidelines (Bundesqualitätsrichtlinien) is punishable by fines of up to €10,000 (repeat offence: up to €20,000); obstructing controls carries fines up to €5,000 (repeat: €7,000). Dental practitioners should monitor the forthcoming ordinance under § 9b Abs. 2, which is expected to be issued after 1 July 2026 and will set the specific evaluation criteria and procedures.
